I just purchased a new house and their landscaping lights are all old and broken. They currently have 23 total lights (7 are path). 12 are on one 15amp circuit and 11 are on another 15 amp circuit. Each circuit is run via conduit using 12 gauge wire. Can I replace line voltage with all low voltage? The runs can be quiet long about 150 feet each, with the first light very close like 10 feet and last light like 150 feet.

Absolutely - direct burial low-voltage cable will need to be installed to replace the line-voltage cable and a low-voltage transformer will need to be installed as well.

Also, although some homeowners may sometimes fancy the old lights they have and want to modify them, it is often much easier and cheaper to just buy brand new low-voltage fixtures with warranties. Not sure if this is what you were planning but, just a heads up.
